Kokomo handicap & cart parking

If their selling tickets for back stretch stands they should have an area for handicap and carts to park. I believe there's a law that requires this.

There is handicap parking on the back stretch, right behind the bleachers

Didn't see any signs and there is no place for campers to park carts. I was told I couldn't park my handicap cart and I needed to take it back to my camp spot,and walk back. Found a spot between 2 cars to park it.
