Why no penalty?

When Jimmie Johnson "thought" he ran out of gas he stopped on the race track. Why did he not have to go to the tail for not maintaining pace car speed?

I don't think it's a penalty you just don't get position back.... and at the time I believe there were just a few on the lead lap. That's what I took from it anyway

Didn't see it but they probably just changed a rule real quick, since they change rules weekly in that series. Did hear it took them 30 laps just to figure out who was and was not on the lead lap though.

I think a lawyer should be assigned to each car to avoid this situation!

Because it is NASCAR. Rules changes every lap or so depending on who they will benefit.
