It is the #8 in the picture and it is located in Kansas City, Missouri.

who ownes the 51 car in the pic? What kind of car is it?

The 51 car is owned by Ken Billings and driven by his son Mark.
It is a BLS chassis they are built by them. These cars are more than competive, nice light weight cars well designed and quality fabrication.
