If you are referring to the Marion County Fairgrounds, yes, there is a dirt track there, mostly for flat track small bikes, we've ran TQ's there several times, flatter than flat, dusty as *&%#, and they won't let you prep it, they want it left like it is, it could be, but it isn't likely, your lucky if they let you outline it with chalk!
"Being old, isn't half as much fun, as getting there"! Ole Robert I!
yes, it will be a 1/4 mile banked oval enhancing and expanding the flat 1/5 mile track that currently exists. They will be breaking dirt on Oct 1 with intentions to open in May of 2021. There are currently ongoing talks to schedule USAC sprints and midgets, Allstars, World of Outlaws, as well as other assorted racing events. I am sure there will be more info forthcoming.

Ascot had a figure-8 track, and a TT/Offroad course, and a moto-cross track, and a Speedway oval on the north side next to the Slik-Trak; none of those took anything away from the half mile or the quarter mile. I never let an "X" in the middle of the infield distract me from watching a Sprint Car or Midget race on one of the ovals.
