The guy who said "lets put a track in speedway Indiana" would've been one Carl Fisher, only there was no Speedway, Indiana at the time. Fisher and James Allison founded the city named after, well, the Speedway, to house employees at the Prestolite (Fisher's business) and Allison plants. The construction of the Speedway makes Mr. Fisher hands down the most influential man in Indiana Open Wheel history. I daresay there would be much less Indiana Open Wheel history without his early influence. The fact that the Speedway, the town and both businesses are still there (albeit Prestolite is now Praxair) is testimony to the fact that Mr. Fisher is not only the most influential man in Indiana Open Wheel history but up in the top ten in Central Indiana history overall.

Forrest Lucas- This self-made billionaire Hoosier has poured millions upon millions of dollars back into his favorite sport. Racing.
Bob Newton- Hoosier Racing Tire is a Hoosier upstart company that not only battled the well established tire giants, but now produces more racing tires than any other company. Tony Stewart- Not only is he an Indiana racing legend that has won championships in every kind of racing he's competed in, but he's also taken some of what he's earned and invested it back into race teams and race tracks back here in the Midwest.
