Transparency would go along way in this situation. For example, a track who moves to a four Hoosier tire rule to get a higher payout from Hoosier for the "point fund", the amount given for instituted tire rule change should be disclosed by the track and Hoosier. That amount should then be accounted for point fund at the end of the year. A promoter could even allow an interloper to run without four Hoosiers on the car but that driver/team would be ineligible for any of the point fund at the end of the year.
