A businessman like Wheeler doesnt do things like this because there nice guys. There are likely commissions/royalties he gains or once the number of member tracks is large enough he goes back with "look what I have done for you and if you want it to continue I am going to charge you a fee."

However, one of the underlying things this says is that the top tiers of motorsports are no longer the "go too money makers for sponsors" because NASCAR especially has lost their core fan bases and those fansxhave gone back to local racing. I think wheeler is trying to get a head start on the competition. In general I think the idea is good and can work but nothing is free.
