1) the promoter wanted out of his contract with usac.
2) the promoter failed to meet his contractual obligations to usac, like posting the purse to usac by the date noted in the contract. Remember, usac pays out the money to the competitors. If usac doesn't have the $$, it can't run the race and pay the competitors.
usac is the promoter! Just like raceway park! They have been promoting some of there races!
