That is a weight-jacker. The driver could change the spring rate by adjusting with that handle.

Cage looks like it would crumple like a tin can in the lightest of rollovers or impact.

If you look at the older cars. The drivers arms are out side the roll cage. Why the modern car has a wider roll cage, opening on the top is bigger. Back then you saw a lot of car-tire into the side opening of the cars. Only way to cover all the different openings would be to turn it into a stock car. Remember in the 80's cars had the lower bar from back of the cage to the front. I always liked Andy Granatelli's STP suit
