Stoney putting the tire in oven acts as 1 heat cycle. It relaxes the membrane allowing it to be stretched

Heat cycles are the reason hobby racers can get such a good deal on one race old tires. They do make a difference. That doesn't sound like such a good tire to be racing on.

The problem with stretching any tire, no matter the amount of heat cycles, is 99% of the time it shrinks with heat.....

When Hoosier used to do tire seminars they recommend that you put 35 lbs in the rears and letting them sit for 5 minutes. That will take the tire up to the chalk mark. Then let the tire down to the desired pressure you are going to run.

Actually, I haven't found a positive result over the years, only on brand new tires have I had any luck, and several times, they'll shrink to a smaller size than I wanted, after a heat cycle, usually have to run them at the pressure it takes, to keep them the size you want, AR seem to work the best, but then that's not a 100% every time.
